Abstract

In 2020,the outbreak and spread of the global COVID-19 epidemic intensify regional changes and conflicts,the competition between China and the United States will continue,the conflicts and confrontations in cyberspace will intensify,the stability of the industrial chain and supply chain were damaged,and supply chain management measures for equipment and systems in the industrial filed will appear frequently.In the context of the spread of the epidemic,cyber attacks targeting key sensitive sectors such as healthcare,energy and transportation remains high,and the Internet threats such as ransomware,email phishing and data theft are still common.

Over the past three years,Chinese"Industrial Control System Information Security Three-Year Action Plan (2018-2020)"has been steadily promoted with obviously implementation results.The national industrial control safety management system has been basically established,and the industrial control safety awareness of the whole society has been significantly enhanced.A national online monitoring network,emergency resource database,simulation testing,information sharing,and information notification platforms (one network,one database,and three platforms) have been basically completed.Situational awareness,safety protection,and emergency response capabilities have been significantly improved.Basic ecological support for industry has been established.However,compared with the requirements of industrial digital transformation and development,the application of new infrastructure construction,and the construction of a cyber power and a digital China,there is still room for further development in terms of technological innovation,management coordination,industrial development and personnel training.

The fifth plenary session of the 19th Central Committee of the Communist Party of China clearly stated that it is necessary to coordinate development and security,raising cyber security to an unprecedented level.In the face of 2021,the negative impact caused by the epidemic will continue,and the lagging effect on the development of industrial enterprises'network security may cause new security risks.In the development of new infrastructure construction,"5G+industrial Internet"integration of application security and other demand driven,industrial information security is expected to build industrial enterprises as the main body,leading the competent departments,scientific research institutions for the think tank,industry associations for help,capital talent as the guarantee of the collaborative governance system.
